Decent gpa and ACT. Penn State isn't very competitive. My extracurriculars were shit, but I had a decent gpa (3.5?) and 32 ACT.

Work hard in high school. It really is not too hard to get into Penn State, especially if you are a Pennsylvania resident. If you are serious about applying to Penn State and chose to major in the biological sciences, I would advise applying to the Schreyer's Honors College Program; class sizes are significantly smaller with more grade opportunities and the professors overall do care more about students in those types of classes.
